UK Councils Intend to Dispose of Community Hubs and Leisure Facilities to Manage Finances

Based on a recent study of local authorities, English councils are planning to offload community centers, athletic facilities, and retail spaces as they bet on a fire sale of assets to stabilize finances.

Increasing Financial Pressures Drive Asset Sales

The Key Cities Group for second-tier cities in the UK reported that 60% of local authorities are intending to sell assets to meet the rising costs of adult and children’s social care.

Local governments have previously faced criticism for disposing of public land and land to support their budgets, but they contend they must continue to raise vital cash from asset sales or face insolvency.

The group said that a significant number of authorities attempting to generate funds from a quick sale of assets represented “a distinct shift from 2024, when the majority (60%) of municipal officials said they would prioritise restructuring services and utilising savings to weather growing financial challenges.”

Detailed Examples of Proposed Sales

One local authority in Kent said its asset disposal plan featured the sale of a retail complex in Rainham and a social club in another town to generate 20 million pounds over five years.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all provide rental income for Medway council, will also be sold under the plan.

Local Levy Increases and Wider Fiscal Pressures

This research of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will have to raise local levies next April to cover the rising cost of core provisions, increased rates of homelessness, and a longstanding accommodation deficit.

Medway council said it will proceed with property disposals after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking creative strategies but some of these require time to deliver both improved services and cost efficiency,” said a council leader.

He continued: “We face population challenges which will continue to add to the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from over the past decade, which is very challenging.”

National Trends and Projections

Research of regional authorities recently also found local finances being stretched by the increasing figures of children and adults needing Send support.

A network of councils said that local shortfalls will reach £4.4bn a year by 2029, as they grapple to manage rising needs.

Government officials have put off scheduled changes to the special educational needs framework until the coming year after a white paper outlining those reforms was recently delayed.

Disadvantage and Financial Shortfalls

According to the latest indices of deprivation (IMD) for UK local authorities, several key cities members were among the most disadvantaged in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 nationally under the latest IMD measures,” noted the study.

“While only a single urban area is among the ten most deprived for disadvantaged communities countrywide, urban areas are much more prone to be in the worst-off 20% of the nation. The data underscores the extent of challenges facing municipal officials across key cities in the next twelve months,” the analysis concluded.

“Local government leaders have been explicit about the need for a fair and sustainable financial structure that reflects and responds to the actual extent of disadvantage and demand,” stated a council leader.

“Lacking this, local authorities will continue to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the detriment of their communities.”

A fifth of local authorities have cut or compromised care services in the past 12 months, the survey found.
